Default Is This the Accepted Way Some Breeders Keep Their Dogs?

I'm (still..... LOL!) considering buying a greyhound pup to raise and hopefully race.

A mate of mine told me about a neighbour of his who has several greyhounds locked in tiny cages all the time under a completely covered in carport. The cages are about 1.2m cubed.

The only times they are let out is to sniff around the backyard for a few minutes occasionally (the owner apparently spends this time yelling at them: "Go to the toilet!"), or to be put on the walking machine.

My mate insists that these dogs are never, I repeat, NEVER walked other than on the machine!

Surely this isn't normal?
I certainly won't be treating my hound that way!
